I don't have a way to test hfe, ATM. I did however try a 2SC945 P. Data sheet lists it at 200-400 hfe. It worked but was mildly distorting and just sounded bad. So it has to be under that. The sheet for the 2SC828A Q lists it at 130-260 hfe. The lowest of three classes. The lower end of that range is probably what to aim for. (It also fits in with Walco using the cheapest leftover components they could get.)
Verified, but a 2SC828 without the A suffix will do nothing but squeal.
