The circuit is working; I just haven't been able to get the correct voltage on pin 4. It's probably an issue with my build that I haven't found yet. I've carefully compared the PCB to the schematic, and everything seems to check out. I also haven't tested it enough yet to give my opinion on the circuit. You can tag this one
