Yeah - I'm scratching my head on that one as well. Maybe it's an error on pedalpcb's schematic? Cause it seems like 1/2 of the switch doesn't do anything and an SPDT would suffice here.
If I were going to build this, I'd probably try switching the positions of either pin 1 or pin 3 with pin 2 to see if connecting those points aids in the EQ scoop. Also - it looks like there a few demos of this pedal on YouTube.
