It works! I'm not sure how the original unit worked, but the tone knob does work "backward" with the treble boost on the counter-clockwise side. I made it with NPN transistors and flipped the electrolytics (btw - the top 22uf dude is backward in the layout). I also modded it for a gain knob like a basic MKIII and with 2N1306 it's real gnarly. Love it!
Got an update! Not sure if it's an environmental factor, but after about 30 seconds of playing the fuzz started getting really gated. Maybe my transistors really don't like the 25uf capacitor. I switched the 25uf for a 220nf and a 100k pot to convert this to the proper 3-knob Park fuzz and that fixed it - it's much more stable.
